Yes adoption is allowed in islam. And If a woman suckles a child with the conditions which will be mentioned in rule 2438, that child becomes Mehram. (Ref : Ayatollah sistani d.b. masla # 2428) (Khuda aap ki tawfiqaat mein izafa farmaye)
