1) If your husband did no asked about remaining money from monthly expenses and gave authority to you for it. Then it is obligatory for you to pay khums on it, if it is remain and not used during one year after receiving it in your property.
2)yes, if house wife saves money out of her pocket money, khums is payable, if it is remain and not used during one year after receiving it. (ref: ayatollah sistani(d.b),minhajus saliheen part#1,Pg#1242 &mujtahid say pochay gay sawalaat, part#4,sawaal#99).
